美国陆军网络装备作战评估及启示

作战试验能有效地推动装备体系的建设发展，本文通过分析美国陆军网络集成评估与联合作战评估的作战试验特点，提出军队开展装备作战试验的几个建议。首先，总结了美国陆军网络集成评估到联合作战评估的发展演变，主要包括网络集成评估的地位和作用、网络集成评估的实施流程以及13次网络集成评估和3次作战评估的有关情况；其次，分析了网络集成评估的一系列作战试验特点，诸如实际作战需求牵引、逼真场景构建、试训一体化模式、部队战斗力的直接生成以及作战能力的军民融合式发展等；最后，提出了网络集成评估带来的若干启示，从满足实战能力需求开展作战试验、突出装备体系的互操作能力评估、探索试训结合的作战试验模式、组建专门的作战试验部队及鼓励工业部门参与作战试验等方面推动军队作战试验的发展。

数据的有效性与精确性在M&S全周期的校核、验证与确认过程中起着重要作用.从保证全生命周期的数据质量出发,说明了数据质量保证评估的体系结构,重点介绍了从数据采样到结论生成全周期中保证数据质量的基本原理和详细步骤.     

Damage assessment of the target area of the island/reef under the attack of missile warhead

Under the background of vigorously developing facilities of island/reef in the world, the economic value and strategic significance of the island/reef have become increasingly important. Unfortunately, they may easily become the attacking target of missiles in the war time. Therefore, aiming at the damage quantification of the targets in the island/reef under the missile attacking, a macroscopic damage assessment model for the target area is proposed in this paper. The model focuses on the construction of the assessment model framework. Firstly, the analytic hierarchy process and the grey relational analysis are applied to measure the importance of each target in the region through four indicators of the target hazard, striking urgency, damage advantage and mission relevance, respectively. Secondly, based on the damage mechanism of shock wave and fragments to target, the corresponding damage model is established, and the damage grade of each target in the evaluated area is obtained according to the damage criteria and grading standard. Finally, the model obtains the overall damage grade of the target area by employing the fuzzy comprehensive evaluation method, with synthesizing the importance and the damage grade of each target. Through the verification of an example, it demonstrates the certain feasibility of the model and provides a certain basis and reference for the subsequent research.     

基于多目标多维模糊决策的装备战场损伤等级评定方法

针对装备战场损伤等级评定中具有较大的模糊性和随机性问题,应用多目标多维模糊决策的基本原理,提出一种带有信息熵和调控系数的目标函数,得到新的模糊决策识别矩阵和目标权重的计算模型,为装备战场损伤等级评定提供了一种有效方法。该方法根据3种不同情况,给出了相应的计算步骤,计算结果较准确地反映了装备战场损伤程度。新的计算模型不仅对多目标多维模糊决策理论模型的发展进行了尝试,而且丰富了装备战场损伤等级评定方法。     

NCW背景下的潜艇对水面舰艇编队威胁判断

针对网络中心战(NCW)背景下水面舰艇编队反潜的实际情况,采用层次分析理论探究潜艇对水面舰艇编队的威胁判断问题。将编队攻击意图系数和编队攻击达成系数引入威胁判断,从编队攻击意图推理、攻击紧迫程度和攻击达成可能性三个方面建立了潜艇对于威胁的总体感知模型框架。该模型框架较之以往更全面地考虑了水面舰艇编队对潜艇的威胁因素,为下一步刻画潜艇对威胁的感知提供基础。     

城市区域消防安全评估方法研究

城市区域消防安全评估是科学有效地进行城市消防规划、部署和消防法规的制定的重要依据 ,对于城市建设和社会经济的协调发展具有保证和促进作用。根据《中华人民共和国消防法》及《机关、团体、企业、事业单位消防安全管理规定》(6 1号令 )对消防管理对象的界定标准 ,提出两种不同的分类方法 ,确定了城市区域消防安全体系的组成要素 ,采用层次分析法确定了各要素的权重 ,应用多层次多目标系统模糊优选理论 ,建立了城市区域消防安全评价模型 ,对城市区域消防安全评估进行了方法研究和具体计算 ,并应用所设计的模型对北京市宣武区的区域消防安全状况进行了两种方法的分析评估。计算结果证明了方法的有效性 ,用两种不同的分类方法所做出的结果 ,显示了不同分类的一致性。     

多机空战目标威胁评估算法

首先介绍了几种现有的多机空战目标威胁评估方法 ,并对它们的应用进行了分析 ;在此基础上 ,提出了一种综合目标空战能力和空战态势的威胁评估算法 :威胁指数法 ;最后给出了具体算例 ,计算结果表明 ,威胁指数法可以全面、有效地完成多机空战中威胁评估和威胁排序的计算。     

基于变权灰色关联法的高超声速目标威胁评估

针对传统灰色关联法的权重设置采用常权法没有充分考虑目标状态变化而引起威胁程度变化的情况,提出了基于变权灰色关联分析法的高超声速目标威胁评估模型。根据高超声速目标的威胁特点和威胁能力,并结合敌我双方的对抗能力,提出了高超声速目标的威胁评估指标;利用变权理论、构造均衡函数,动态调整各威胁指标的权值,使其随目标状态变化而变化;并结合灰色关联法,将变权向量与目标的灰色关联系数进行了变权综合,得到各目标的灰色贴近度,通过仿真算例验证了模型的有效性和合理性。     

Consumer drone evolutions: trends,spaces, temporalities,threats

ABSTRACT

While the drone has become synonymous with the War on Terror, the asymmetric iconography of the battlefield is shifting. Commercially available off-the-shelf (COTS) drones are increasingly prevalent features of global battlefields, employed by non-state actors in both visualising such spaces, and the directing and inflicting of harm. As such usage increases, so too do concerns around their evolving adoption, adaptation, and potential portability into homeland spheres. While cognizant of the range of positive drone applications, it is asserted that drones nonetheless remain simultaneously bound to an inverse potential for exploitation. In examining drone risk, this article approaches the consumer drone through a series of sites and spaces through which it is technically and socially constructed. Reflecting upon industry innovation, community-driven experimentation, and evolving airspace – it calls for greater attention to the drone’s malleability, arguing that understandings of COTS drones must remain attentive to both drone potential and potential drone threat.     

基于三角白化权函数的武器装备研制项目技术风险评估

针对武器装备研制项目技术风险评估问题,利用灰色理论中的三角白化权函数,建立了武器装备研制项目技术风险评估模型。最后,结合实例验证说明了该模型的可行性,在同类问题中亦具有一定的参考使用价值。
